The Professional Fellows Program (PFP) and Russian Business Leaders Program (RBL) are two-way exchange programs designed to build lasting, sustainable partnerships between mid-level emerging leaders from abroad and the United States. Participants are placed in short-term fellowships in nonprofit organizations, private sector businesses, and government offices across the United States for an individually tailored professional development experience. American participants who have hosted these fellows later have the opportunity to travel overseas for participant-driven reciprocal programs. PFP and RBL are sponsored by the US Department of State’s Bureau of Educational and Cultural Affairs, Professional Fellows Division, administered by American Councils for International Education, and implemented locally by the San Diego Diplomacy Council.
